The body is one panel; the six bold centered lines (\"All cases\", \"Unfair labor practice cases\", etc.) are section labels with no values. Each section's \"Pending October 1, 1987\" Total carries a raised asterisk printed before the figure (e.g. *19,923); transcribed as a trailing ^* marker. In the Union-shop deauthorization section every cell except Total and Individuals is a printed dash rule, transcribed as \"\". In the Unit clarification section the scan shows stray ink/specks (a comma-like mark before 42 and a tick before 8 in the \"Received fiscal 1988\" row, and slash-like marks near the Teamsters/Other national unions rule for the \"Pending October 1, 1987\" row); these are read as scanning artifacts, not characters. All section figures cross-foot to their Total column and the six sections sum to \"All cases\", so no misprints are suspected.
