Reader’s notes

p. 28. No column headings are printed on this crop, so header_rows is empty. The table is set as an indented summary with no column rules; the figures occupy three distinct right-aligned positions that match the indentation level of their row labels, so I used three value columns: column 3 (rightmost) for the two grand-total lines (1705, 1046), column 2 for the major category lines (725, 313, 8), and column 1 for the detail lines (647, 53, 4, 21, 19, 45, 249, 0). The crop is cut off at the bottom: the last visible row is "Clarification of bargaining unit ... 0" and the table clearly continues below (the detail under "Other decisions" is incomplete, and the non-contested portion that would reconcile 1046 to the 1705 total is not shown). No footnotes or caption are visible on this crop. "1705" is bold with a double rule beneath it and "1046" is bold with a single rule beneath it; these are rules, not content, and are not transcribed. A small stray ink speck sits in the left margin beside "Representation decisions"; it is not a footnote marker. "After review of Regional Directors decisions" is printed without an apostrophe in "Directors" (set as "Regional Di-/rectors decisions"); transcribed as printed. Printed figures are internally consistent as shown (647+53+4+21=725; 19+45+249=313; 725+313+8=1046); nothing was computed or altered.

p. 29. The crop is a mid-table continuation: no column headings are printed, so header_rows is empty. The grid has three columns — the stub, an inner (indented) value column, and an outer right-hand column used for the major-category totals. "Noncontested decisions" is the only row whose value (659, set in bold with a rule beneath it) sits in the outer column; the first two rows above it belong to a preceding category whose own total line falls above the top of the crop, and the three rows after it (261, 395, 3) are its breakdown. All six values are legible and unambiguous; no footnote markers appear.
