The crop is cut off at the bottom: the body ends mid-table at "2,000 to 2,999" (panel A, "Certification elections (RC and RM)"), and the remaining size classes plus any further panels continue on the next image. The caption carries a footnote marker (1987^1) but no footnote text is printed within the crop, so `footnotes` is empty. In the "Total RC and RM elections" row the "Cumulative percent of total" cell holds a dash rule ("——"), transcribed as "".
