The spanner "Type of election" covers only the five rightmost columns (Consent through Expedited elections under 8(b)(7)(C)); the rule beneath it begins to the right of the Total column, so "Total" is a tall heading spanning both heading levels and is not repeated under the spanner. The stub heading "Type of case" likewise spans both levels. Section labels ("All types, total:", "RC cases:", "RM cases:", "RD cases:", "UD cases:") carry no values; the three indented lines beneath each are transcribed as separate rows. Every figure is clearly legible; all five section blocks sum exactly to the "All types, total" block, and each row's five type-of-election cells sum to its printed Total, so no misprints are suspected. The footnote marker 1 appears only on the caption, which is excluded per instructions.
