Eleven columns: the stub plus five case-type panels (All R, RC, RM, RD, UD), each with a "Number of cases" and a "Percent of cases closed" column; a double rule separates the RD and UD panels but they are part of the same table. The stub heading "Stage of disposition" spans both heading levels. Faded decimal points: in this 1-bit scan the decimal point does not print in seven percent cells, which appear as "100 0" (Total, RM percent), "53 7" (Before issuance of notice of hearing, RM percent), "80 6" (same row, UD percent), "1 2" (After hearing closed, RM percent), "1 5" (same row, UD percent), "9 9" (After issuance of Regional Director's decision, RD percent) and "0 5" (After issuance of Board decision, UD percent). All seven are one-decimal percents consistent with the adjacent counts (e.g. 276/514 = 53.7, 158/196 = 80.6, 138/1,399 = 9.9), so I transcribed them with the decimal point restored rather than as a space. Arithmetic check (not an alteration): every panel's five stage rows sum exactly to its printed total, and every percent column sums to 100.0 within rounding, so no misprint is suspected. The table caption carries footnote marker 1, which is omitted per instructions along with the caption itself; the single footnote is kept.
