The tall headings ("Division and State^2", "All cases", "Union deauthorization cases", "Amendment of certification cases", "Unit clarification cases") and the second-level C/R headings are repeated down the levels they span; the third printed level holds only the code letters UD, AC, UC under the last three columns. Doubtful cell: Indiana, column CG. The glyph reads as 9 in the scan and is transcribed as printed, but it is almost certainly a degraded 0 — the row's own All C total (1,156) requires 0 (820+287+25+19+2+0+3 = 1,156; with 9 it would be 1,165), and the East North Central CG subtotal of 4 equals 1+0+1+0+2. Every other interior and marginal sum in the crop checks out exactly, so this is the single arithmetic break. Scan noise: the Delaware row and parts of the Iowa–Kansas block carry stray specks and stray periods next to the figures (e.g. Delaware All C printed as ". 49", CD as "·1"; Nebraska CC as ".11"; Kansas CC as ".4"); these are dirt, not digits or decimal points, and were dropped. A stray tick sits just left of the Massachusetts CG zero. The crop ends mid-table: Maryland is the last row shown (its digits are complete but the row sits on the bottom edge), and the South Atlantic division and all later divisions continue on the next image.

p. 215. This is a continuation page of Table 6A (the caption carries "—Continued"); the column headings are reprinted, so they are transcribed. No footnote texts are printed on this crop, although footnote markers appear in the caption ("Fiscal Year 1987^1") and in the stub heading ("Division and State^a"); the marker "a" on the stub heading is rendered as a raised letter in the image. The crop begins in the middle of the South Atlantic division: the rows for Delaware and Maryland fall on the preceding page, so the "South Atlantic" subtotal line (4,170 / 3,440 / 2,554 ...) is larger than the sum of the seven South Atlantic state rows shown here. All other division subtotals (East South Central, West South Central, Mountain) reconcile exactly with the state rows printed above them, and every state row's "All cases" and "All C cases" figures reconcile with their component columns, which supports the column assignments. Two cells deserve a note even though arithmetic confirms them: Idaho CD = 13 (unusually large for that column, but 71 CA + 13 CB + 13 CD = 97 All C, so the reading is correct) and Nevada CC = 14 (printed with a stray ink mark to its left; 228 + 94 + 14 + 3 + 7 = 346 All C confirms it). Stray printing marks also appear before "32" in the Wyoming All-cases cell and before "346" in the Nevada All-C cell; these are specks, not digits or markers. A stray dot sits under the "RD" column heading and another above the "South Atlantic" subtotal rule; neither is a footnote marker. Row labels are followed by leader dots of varying length, which have been dropped. The last three columns carry a two-part heading (a spanning title such as "Union deauthorization cases" over the code "UD"), reproduced across the heading levels as instructed.

Column headings are reprinted on this page, so they are given. 17 columns: stub, "All cases", eight C-case columns, four R-case columns, and UD/AC/UC. The three right-hand headings ("Union deauthorization cases", "Amendment of certification cases", "Unit clarification cases") are tall headings sitting above a ruled band holding their code letters UD, AC, UC; they are repeated in the levels they span, as are the stub heading and "All cases". All arithmetic is internally consistent as transcribed: the six Pacific states sum to the "Pacific" line and Puerto Rico + Virgin Islands sum to "Outlying areas" in every column, and each row's "All cases" equals All C + All R + UD + AC + UC. No apparent misprints. Scan-quality items: footnote 1 renders ambiguously at this resolution and could be read as "definitons"; I transcribed the standard wording "definitions". The "i" in "Puerto Rico" is broken in the scan and prints like a dotless character; transcribed as "Puerto Rico". The footnote marker on the stub heading is a small raised 2 (it is set in the same style as the raised 1 in the caption).
