p. 208. Four printed columns: the stub, the single column "Cases in which formal actions taken", and the two columns AC and UC under the spanner "Formal actions taken by type of case". Several printed rows are internally inconsistent (AC + UC does not equal the "Cases in which formal actions taken" figure, and some subtotals do not add); all are transcribed exactly as printed, with no correction: Hearings completed 111 vs 6+98=104; Decisions issued after hearing 121 vs 6+107=113; By Regional Directors 116 vs 6+103=109; By Board 5 vs 0+4=4; Transferred by Regional Directors for initial decision 3 vs 0+2=2; Requests for review received 10 vs 2+11=13; Board action on requests ruled upon, total 15 vs 2+11=13, and its AC components 1+1+0=2 agree while UC 5+5+1=11 agrees, so the 15 in the first column conflicts with 6+7+2=15 only by coincidence of the first column's own parts; Affirmed 1 vs 0+2=2. These look like misprints or a different counting basis in the source, not transcription errors. A stray ink speck sits just left of the "2" in the UC column of the "Affirmed" row, and another small speck sits in the left margin beside the "Withdrawn after request granted, before Board review" / "Board decision after review, total" area; neither is read as a footnote marker or digit. The caption's footnote marker (1 on "Fiscal Year 1987") belongs to the excluded caption; the footnote text itself is retained.
