Formal Actions Taken in Representation and Union Deauthorization Cases, Fiscal Year 1987

p. 206. Seven columns: stub, "Cases in which formal actions taken" (a tall heading spanning both header levels), then five columns under the spanner "Formal actions taken by type of case" (Total formal actions taken, RC, RM, RD, UD). The caption carries a footnote marker 1 ("Fiscal Year 1987^1"), but no footnote text is printed inside this crop; the image ends at the table's bottom rule, so footnote 1 is presumably below the crop. `footnotes` is therefore empty. Scan quality is poor (heavy, broken type) but the digits are legible. Doubtful cells, all read as stated: - "Withdrawn after request granted, before Board review", RC column: the glyph is smudged; read as 8 (consistent with 9 = 8 + 0 + 1 in the Total column). - "Transferred by Regional Directors for initial decision" and "Dismissals on record" (the row under it), RD column: the 8s are blotted and could be misread as other round digits; read as 8 in both. - "Elections directed" (first row under "Transferred by Regional Directors..."), stub-adjacent "Cases in which..." column: the glyph prints like a lowercase l; read as 1. - "Reversed", RM column, and "Dismissals on record" (last row), RM column: filled-in glyphs read as 0. - Several zeros in the UD column print as a slightly open ring; all read as 0. The label in the "Regional Directors' decisions" section line ends in a mark that images as a raised dot rather than a clean colon; given the parallel "Outcome:" line below it, it is transcribed as a colon. It is not a footnote marker. Stray ink specks sit in the left margin and beside the "UD" heading and a few RM cells; these are scanner noise, not footnote markers, and have been dropped. Nothing was computed or corrected; a few column sums do not add exactly as printed (e.g. "Hearings completed, total": 931 + 72 + 189 + 4 = 1,196 vs the printed Total of 1,192), and these are transcribed exactly as printed.

p. 207. This is a continuation page of Table 3B, so no footnote markers appear on body values; the only marker on the page (superscript 1) is attached to the omitted caption and its footnote text is retained in `footnotes`. Column structure: a double vertical rule separates the UD column from RC/RM/RD, and the "Total formal actions taken" column equals RC+RM+RD only (UD excluded). This holds in every data row, e.g. the top row 800+34+107 = 941 with UD = 11 outside the total. The spanner "Formal actions taken by type of case" is printed across all five of those columns including UD. The stub column of this page is heavily indented to show hierarchy; indentation is not reproduced in the cells. "Review of Regional Directors' supplemental decisions:" and "Regional Directors' decisions:" are label-only section lines with no printed values. Internal arithmetic checks out throughout (265+726 = 991; 21+135+2 = 158; 1+1+1 = 3), with one exception worth flagging: under "By Board" (726 / 700 / 593 / 25 / 82 / 3) the two sub-lines "In stipulated elections" (673) and "In directed elections..." (50) sum to 723, not 726, in the first column; the corresponding sums in the other columns are likewise 697 vs 700, 590 vs 593, 25 vs 25, 82 vs 82, 4 vs 3. These are transcribed exactly as printed; the discrepancy may be due to a category not broken out on the page rather than a misreading. Scan quality is good but speckled; stray ink dots sit beside several values (e.g. a dot left of "435" in the "No exceptions..." row and left of the "0" in the RM column of the "Affirmed" row). These are page noise, not footnote markers or digits, and were not transcribed. No cell was illegible and no part of the table appears cut off by the crop.
