Values sit at three distinct indent levels, transcribed as three value columns: column 3 (rightmost) holds the two summary figures (1,824; 1,145), column 2 holds the two category totals (785; 356), and column 1 holds the detail lines (734, 11, 22, 18, 22, 69, 265). The narrative text above the breakdown ("lating to employee representation. This total compared with the 2,032 decisions rendered during fiscal 1986. A breakdown of Board decisions follows:") is running body text, not table content, and is not transcribed. Rules are printed under 1,824 (double rule) and under 1,145; these are underscores, not data. Arithmetic as printed: the unfair labor practice detail sums to 785 (734+11+22+18) and the representation detail to 356 (22+69+265), but those two categories sum to 1,141 against the printed 1,145 for Contested decisions; the breakdown very likely continues below the bottom edge of the crop (the remaining 679 of the 1,824 total, i.e. uncontested decisions, is not shown), which may also account for the 4-unit difference. Small isolated specks in the right and left margins are scan artifacts, not footnote markers.

Column structure: the table is an indented tabulation with three distinct right-aligned value positions, which I have treated as three value columns (cells 1-3 after the stub). They correspond to the three indent levels of the row labels: innermost labels ("Clarification of bargaining unit", "Amendment to certification", "Union-deauthorization", "Unfair labor practice", "Representation", "Other") carry their values in the leftmost value column; "Other decisions" is indented one step less and its value "4" sits roughly 140 px to the right of that column; "Noncontested decisions" is flush left and its value "679" sits a further step to the right. No vertical rules confirm this, so the column assignment rests on horizontal position alone. "Noncontested decisions / 679" is set in bold and has a short horizontal rule printed beneath the end of its leader dots and under the number itself; I have transcribed only the value. "Other decisions / 4" is also bold. Arithmetic (not corrected, for the reader's information): 4 + 0 + 0 = 4 under "Other decisions", and 240 + 435 + 4 = 679 under "Noncontested decisions"; both printed subtotals agree with their components. Scan artifacts, none of which I read as footnote markers: an isolated speck near the top centre of the crop (above "Clarification"), small comma-like ticks immediately before the "U" of "Union-deauthorization" and the "R" of "Representation", and an isolated dot to the right of the "Representation" row in the blank area.
