Reader’s notes
p. 280. Twelve columns: stub, then five "Number of proceedings" columns and four "Percentages" columns under "Fiscal year 1986", then "Number" and "Percent" under "July 5, 1937–Sept 30 1986". Punctuation: this scan drops most periods. Every percentage is printed with a decimal point that did not survive scanning (the image shows e.g. "100 0", "81 4", "64 8"); I have restored the decimal points, and all restored values check out arithmetically — the five courts-of-appeals review lines sum to 100.0 in each of the four percentage columns (81.4+5.4+6.2+2.3+4.7; 64.8+5.6+14.8+7.4+7.4; 42.9+14.2+0.0+0.0+42.9; 64.5+14.6+4.9+1.8+14.2), as do the eight Supreme Court lines (60.1+7.4+16.9+7.8+6.6+0.4+0.4+0.4). For the same reason I wrote "U.S." in the two "Proceedings decided by..." stub labels, which the image renders as "U S", and restored sentence periods in footnote 1 ("fiscal 1964. This term..."; "...for definitions."). The column headings read "Vs" without a period in the image and are transcribed that way; the cumulative-column heading likewise shows no punctuation after "Sept 30" and is left as printed. Em-dash rules (printed as "——") are transcribed as empty cells throughout the percentage and cumulative columns. Counts are internally consistent: 140+60+0+14 = 214; 197+17 = 214; the five review lines sum to the 197/129/54/0/14 subtotal row; the five contempt lines sum to 17/11/6/0/0; cumulative Number columns sum to 9,293 and 243 respectively. The "Vs both employers and unions" percentage column (column 8) is blank in every body row — all dash rules. The stub column carries no printed heading in the header block, so header cell 0 is empty on all three levels. Indentation marks the hierarchy (section lines "Proceedings decided by U.S. courts of appeals" and "Proceedings decided by U.S. Supreme Court^3" at the left margin, subtotal lines "On petitions for review and/or enforcement" and "On petitions for contempt" one level in, detail lines two levels in); indentation is not reproduced in the labels.
