These are four column groups of one table, not side-by-side panels with their own stubs, so they are kept across the grid as printed. Suspected misprint: under "Consent elections" the two indented sub-rows are both labelled "Rerun required". Everywhere else in the table the pair reads "Rerun required" / "Runoff required", and the second value (0) sits where the runoff figure belongs, so the second label is almost certainly a typesetting error for "Runoff required". Transcribed as printed. "Elections conducted" is read as spanning all four columns of each panel (the rules above and below it run the full width of each group); "Type of election" is a tall stub heading spanning all three heading levels. The superscript 1 appears only on the All R group's "Resulting in certification" heading. In the indented Rerun/Runoff sub-rows every cell other than "Resulting in a rerun or runoff" carries a dash rule (------), transcribed as "" per instruction. Minor doubt on the label "Expedited—Sec. 8(b)(7)(C)": the period after "Sec" is faint in this scan but the spacing indicates one is present. Arithmetic cross-checks all pass as printed: each row's RC+RM+RD figures sum to the All R figure, the five type-of-election rows sum to "All types" in every column, and in each panel Rerun required + Runoff required equals the "Resulting in a rerun or runoff" figure. No internal inconsistencies found.
