Doubtful cells: - "Notice posted" / "Total all": printed as "1,418" followed by a stray mark that reads like a period or a second comma ("1,418."); transcribed as 1,418, which is consistent with 1,259 + 159. - Row label "Reimbursement of fees dues, and fines": no comma is visible after "fees"; the intended wording is almost certainly "fees, dues, and fines" but it is transcribed as printed. - Row label "Employees offered reinstatement total": no comma or leader is visible between "reinstatement" and "total"; transcribed as printed. - Section labels "A By number of cases involved" and "B By number of employees affected": no period is visible after the letter. - "Collective bargaining begun" / Employer "Formal settlement": the glyph is smudged and could be read as 19 or 39; 39 is transcribed because 2,648 + 39 + 7 + 107 + 82 = 2,883, the printed Employer total. - Scanning of this page renders digit-group separators inconsistently (e.g. "1 253", "3 043" with a space instead of a comma); these have been normalized to commas per instruction. Em-dash rule cells ("——") indicating not applicable are rendered as empty strings. All printed row and column totals that could be checked are internally consistent; no misprints detected.

Continuation page of Table 4; the body begins mid-table (sections A and B, and the start of the "Employees receiving backpay" block's preceding material, are on earlier pages), but the column headings are reprinted in full on this page, so header_rows is populated. 14 columns: stub, "Total all", then six Employer columns and six Union columns. Verified by arithmetic — in all seven data rows the five Employer "Pursuant to" columns sum exactly to the Employer "Total", the five Union columns sum exactly to the Union "Total", and Employer Total + Union Total equals "Total all". No printed total appears to be in error. Digit-group commas: the scan drops many commas, printing them as bare gaps (e.g. "18 090", "13 865", "$35 306,519", "22 217 486"). Mixed usage within a single row ("17,588" beside "13 865") shows these are all the same comma, so they are transcribed uniformly as commas. Punctuation restored from faded marks in row labels: "fees dues, and fines" is transcribed "fees, dues, and fines" (the comma after "dues" survives, the one after "fees" does not) in three labels. The same applies to terminal periods in the two footnotes and to the semicolon/commas in footnote 2, which are faint. Doubtful cell — the stub of the "C." row. It is printed with the "C" hanging in the left margin and reads approximately "C By amounts of monetary recovery total". The period after "C" and whatever punctuation separates "recovery" from "total" (a period, an em dash, or leader dots) are not legible at this resolution; I have written "C. By amounts of monetary recovery total". In the "C." row, the Union "Recommendation of administrative law judge" cell is printed as a bare "0" with no dollar sign, unlike the other cells in that row; transcribed as printed.
