The stub has no printed heading, so cell 0 of both heading levels is empty; "Total" is a tall single heading spanning both levels and is repeated. The caption carries footnote marker 1 ("Table 1.—Total Cases Received, Closed, and Pending, Fiscal Year 1986^1"), which is omitted here with the rest of the caption. The six centered lines "All cases", "Unfair labor practice cases^2", "Representation cases^3", "Union-shop deauthorization cases", "Amendment of certification cases", and "Unit clarification cases" are panel/section headings printed across the table with no values; they are transcribed as label-only rows. The same five stub labels repeat under each section. The asterisk footnote marker is printed immediately before the Total figure on each "Pending October 1, 1985" line (*19,271, *16,395, *2,640, *77, *12, *147); per instructions it is written after the number as ^*. In the "Union-shop deauthorization cases" section, all columns except Total and Individuals hold a dash rule (——) and are transcribed as "". Arithmetic cross-checks all hold as printed: in every data row the six filing-party columns sum to the Total, and the five case-type sections sum to the "All cases" figures. No suspected misprints in the numbers. Sentence-ending periods in the footnotes are not legible in this scan (e.g. "for definitions Advisory Opinion", "not included See Table 22", "Sept 30", "annual report Revised totals"); they were very likely printed but dropped by the bilevel scan, so the gaps are preserved as spaces rather than reconstructed. Likewise, the scan renders many lowercase "i" dots faintly (e.g. "Pending", "fiscal", "Identification"); the words are transcribed normally.
