Four columns were inferred from the horizontal alignment of the figures: the stub, an innermost detail column (858, 16, 31, 20, 18, 56, 296), a middle category column (925, 370, 11), and a rightmost total column (2,032, 1,306). The introductory line "A breakdown of Board decisions follows:" above the figures was treated as a caption/lead-in and omitted. The rules printed under 2,032 (double) and 1,306 (single) are typographic underscores, not data. The crop ends immediately below the "Other decisions ... 11" line and the printed detail sums only to the Contested total (858+16+31+20 = 925; 18+56+296 = 370; 925+370+11 = 1,306), while total Board decisions is 2,032, so the remaining 726 non-contested decisions are almost certainly itemized in rows that continue below this crop. Labels broken across printed lines were joined and end-of-line hyphens repaired ("jurisdic-/tional", "deci-/sion", "Di-/rector", "chal-/lenges"). All figures are legible; the scan's dotless-i appearance in words such as "decisions" and "initial" is a typeface artifact, not variant spelling.
