Reader’s notes

p. 215. The table has no printed column headings — only the stub of outline-numbered row labels and a single right-hand column of values — so header_rows is empty. Two columns total. Outline markers (I, A, B, C, 1, 2, D, II) are transcribed without trailing periods because none are legible in the scan; if the original printing uses "I." / "A." / "1." style, the periods have been lost to the scan quality. Likewise the scan has very faint/broken dots on many "i" characters (e.g. "Filed", "Hearings", "administrative law judges", "Denying", "circuit"); spellings are given in standard form. The label pairs "Granting" / "Denying" repeat under I.C.1, I.C.2 and II.A; each occurrence is kept as its own row in printed order, with indentation showing which section it belongs to (not preserved in the grid). "Denying" under II.A reads as 11 in the scan (two narrow digit ones); it is not an "11" vs "II" ambiguity in substance but the glyphs are thin. No totals are printed, so nothing could be checked against a sum.
