The spanner heading is repeated across AC and UC; the stub heading and the "Cases in which formal actions taken" heading are tall single headings repeated in both heading levels. "Review of Regional Directors' decisions" and "Regional Directors' decisions" are label-only lines with no printed figures; their value cells are empty as printed. In most rows the first column exceeds AC + UC as printed (e.g. Hearings completed 112 vs 6 + 99 = 105; Decisions issued after hearing 120 vs 7 + 107 = 114; Requests for review received 12 vs 2 + 8 = 10; Board action on requests ruled upon, total 11 vs 2 + 6 = 8). This is consistent with the first column counting cases and the AC/UC columns counting actions (consolidated cases), not with a cut-off column; nothing was computed or adjusted. Internal arithmetic within the AC and UC columns does check out (115 + 5 = 120; 3 + 7 + 1 = 11; 1 + 0 + 0 = 1). The UC figures sit close to the right edge of the crop, but each is fully legible and the horizontal rules terminate just beyond them, so no further column appears to be cut off. The scan drops the dots on many i's (e.g. "Hearings", "Regional Directors"); spellings are transcribed normally. The caption carries footnote marker 1 after "1985"; the caption itself is omitted per instructions.
