Reader’s notes

p. 28. No column headings are printed on this crop, so header_rows is empty. The table is an indented stub with three right-aligned value columns, assigned here by the horizontal position of each figure: column 1 (innermost detail level) holds 773, 6, 36, 34, 20, 60, 281; column 2 holds 849, 369, 7; column 3 (rightmost, set in bold with a rule beneath each) holds 1,995 and 1,217. The stub has four indent levels but "Total Board decisions" and "Contested decisions" print their figures in the same rightmost column. Suspected misprint, transcribed as printed: "Representation decisions" reads 369, but its three sub-items sum to 361 (20 + 60 + 281), and 849 + 369 + 7 = 1,225 against the printed "Contested decisions" figure of 1,217. A value of 361 would reconcile both checks, so the final digit of 369 may be a 1 misread or misprinted as a 9; the glyph reads as a 9 on this scan at both viewings. The unfair labor practice detail does reconcile: 773 + 6 + 36 + 34 = 849. The crop appears to cut the table off at the bottom — the body ends at "Other decisions" with no total or closing rule, and the companion "Uncontested decisions" branch that would reconcile 1,995 against 1,217 is not on this image. Scan artifacts, not content: a small apostrophe-like tick sits above the leader dots in the "Unfair labor practice decisions" row, and another floats to the right of the "After review of Regional Di-" line near the column 1 position. Neither is a footnote marker or a digit. Hyphenated line breaks were repaired in "jurisdic-tional", "deci-sion", "Di-rector" and "chal-lenges"; wrapped labels were joined into single rows.

p. 29. This crop is a continuation fragment: no column headings are printed, so header_rows is empty. Two distinct numeric positions are used, so the grid is given three columns — stub, an inner (detail) column holding the indented sub-item figures (4, 0, 3, 383, 388, 7), and an outer (total) column holding the flush-left category total. "Noncontested decisions" is a flush-left category line whose figure 778 is set in bold in the rightmost column, preceded by a short rule (transcribed as the value only). The crop begins mid-list: the three rows above "Noncontested decisions" (Clarification of bargaining unit, Amendment to certification, Union-deauthorization) belong to a category whose heading and total fall above the top edge of the image, and the rows below "Other" are cut off by the bottom edge. Scanning artifacts render dotless i's in "Clarification" and "practice"; both are read as the normal words. Nothing on this fragment indicates whether the full table has further columns that happen to be blank here.
