Reader’s notes

p. 247. The table prints no column headings: below the caption there is only a horizontal rule, then the body, so header_rows is empty. The grid has two columns, the stub of indented row labels and one unlabeled right-hand column of values. The outline numbering (I, A, B, C, 1, 2, D, II) is transcribed without trailing periods because none are legible in this scan; the scan is slightly degraded and dots on the letter i are frequently lost, so a faint period after the roman numerals/letters cannot be entirely ruled out. Indentation that marks the outline levels (e.g. "Granting"/"Denying" sitting under "1 By administrative law judges" and under "2 By Board") is not preserved in the cell text; those four subordinate labels repeat verbatim. "B Amounts of fees and expenses recovered pursuant to court award" is the only lettered line that carries its own value (0). A small stray ink mark sits just below the caption, between the title and the top rule; it is not a footnote marker attached to any cell. No footnotes are printed under the table.
