Representation Elections in Which Objections and/or Determinative Challenges Were Ruled On in Cases Closed, Fiscal Year 1984

p. 214. DECIMAL POINTS RESTORED. The scan is heavily thresholded and has lost small dots throughout: every lower-case "i" in the body and footnotes prints dotless ("electıons", "Stıpulated", "ın whıch"), and the decimal point in every Percent cell is likewise missing, leaving a gap ("13 0", "5 5"). I have written these cells as one-decimal percentages (13.0, 5.5, ...) since the gap marks where the point was printed; no cell was rounded or recomputed. DOUBTFUL CELL: "In RC cases", Total objections^1 / Percent. The glyphs read as "10 6" and I have transcribed 10.6, but this is almost certainly an eroded "18 6" (= 18.6): 636/3,447 = 18.4, and the column cannot average to the printed 17.0 for all elections if RC (three-quarters of the table) were 10.6 while RM is 14.2 and RD 11.6; 18.6 reproduces 17.0 exactly. The same ink loss that removed the i-dots and decimal points would turn an 8 into a 0. PERCENTS APPEAR COMPUTED ON BASES 20 LOWER THAN THE PRINTED TOTALS. Three Total-elections figures — 4,567 (all elections), 3,447 (RC) and 3,715 (stipulated) — are each exactly 20 above the base implied by their own percent row. Using 4,547, 3,427 and 3,695 every percent in those three rows reproduces to the printed tenth (e.g. 772/4,547 = 17.0, 430/4,547 = 9.5; 483/3,427 = 14.1, 636/3,427 = 18.6, 353/3,427 = 10.3; 187/3,695 = 5.1, 579/3,695 = 15.7), whereas the printed totals give 16.9, 9.4, 14.0, 10.2, 5.0, 15.6. The printed totals are internally consistent (RC+RM+RD = 4,567 and the five election types = 4,567), as are the implied bases (3,427+232+888 = 4,547; 145+3,695+678+29 = 4,547), so this looks like a late +20 revision to the RC / stipulated counts with the percent columns not recomputed. I have transcribed the totals as printed. The RM, RD, consent, expedited, regional-director and Board-directed rows all reconcile exactly with no such shift. Footnote 2 reads "challengers were ruled on"; this is likely a misprint for "challenges", but it is transcribed as printed. The stub column carries no printed heading, so cell 0 of both heading levels is empty. "Total elections" is a single tall heading spanning both levels and is repeated in each.
