The row labels are indented in three levels (major disposition flush left; "Before hearing"/"After hearing" indented; "By regional director's decision"/"By Board decision" indented further); the indentation is not reproduced in the cells, but the order is exactly as printed. The labels "Before hearing", "After hearing", "By regional director's decision" and "By Board decision" therefore repeat under different parent sections. Scan quality: the page is a low-contrast scan in which the dots over "i" are frequently lost (e.g. "clarified", "hearing", "director's", "Dismissed", "Withdrawn" print as "clanfied", "heanng", "dlrector's", "Dismissed", "Wlthdrawn"); the labels are transcribed with normal spelling. A stray ink speck appears to the right of the first "Before hearing" label and a stray tick above the AC value 0 on that row; both are read as artefacts, not as footnote markers. No printed value appears doubtful, and the printed totals are internally consistent (AC 10+8+18=36; UC 59+137+218=414).
