723 of 723 figures sit in a row or column sum that works out. 2 cells break a sum: 'Legal services', column 2: prints 99, the subtotals in columns 3 to 17 add to 96; 'Services', column 17: prints 207, rows 'Hotels, rooming hous' to 'Miscellaneous servic' add to 204.
p. 196. The crop ends just below the "Manufacturing" subtotal rule; the table continues on the following page(s) with the non-manufacturing industry groups and the grand total, which are not on this image. Footnote markers 1 (on the caption) and 2 (on the stub heading "Industrial group") are printed, but no footnote texts appear within the crop, so `footnotes` is empty. The right-hand three columns carry a two-level heading: the spelled-out name on top (Union deauthorization cases / Amendment of certification cases / Unit clarification cases) and the code UD / AC / UC below an internal rule; I rendered that code line as the third header level, with the other columns' headings repeated down into it. All row and column sums check out against the printed "Manufacturing" subtotal and against each row's component columns (All C = CA+CB+CC+CD+CE+CG+CP; All R = RC+RM+RD; All cases = All C + All R + UD + AC + UC), so no misprints are suspected. In the "Printing, publishing, and allied products" row the RC value 114 has a slightly broken leading digit in the scan but is confirmed as 114 by the column total of 1,844.
p. 197. The crop is a continuation page: the caption carries "—Continued", the table body is cut off below the last transcribed row ("Museums, art galleries, and botanical and zoological gardens", whose digits are legible but whose baseline is clipped by the crop), and no footnote block is visible, so `footnotes` is empty even though markers (1 in the caption, 2 on "Industrial group") are printed. Column structure: 17 columns — stub, "All cases", eight unfair-labor-practice columns (All C cases, CA, CB, CC, CD, CE, CG, CP), four representation columns (All R cases, RC, RM, RD), then three tall single columns whose code labels (UD, AC, UC) sit in a third header band below the spelled-out names. Arithmetic check: every row except one is internally consistent (CA…CP sum to All C cases, RC+RM+RD to All R cases, and All C + All R + UD + AC + UC to All cases). The exception is "Legal services": 78 + 18 + 0 + 0 + 0 = 96, but "All cases" is printed as 99. The row is in the lowest, faintest band of the crop; the discrepancy of 3 would be explained if the UC cell were 3 rather than 0, or if "All cases" were 96 rather than 99. Both cells read as transcribed to me, and nothing is computed or corrected, but treat "Legal services" / "All cases" and "Legal services" / "UC" as the doubtful cells here. "U.S. Postal Service" is transcribed with its periods; the 1-bit scan drops small dots throughout (it also hollows the dots on many "i" glyphs, e.g. "mining", "communication"), so the periods are faint to absent on the image. A short stray dash sits in the blank space to the right of the "Mining and quarrying of nonmetallic minerals (except fuels)" label; it is a leader/scan artifact in the stub, not a value, and is not transcribed.
p. 198. This crop is the final page of a table continued from earlier pages ("—Continued" in the caption), so only the last industrial-group rows appear; the earlier groups are not on this image. The column headings are printed here in full, so they are transcribed. Layout: 17 columns. "Unfair labor practice cases" spans the eight columns All C cases through CP; "Representation cases" spans All R cases through RD; the stub, "All cases", and the three right-hand headings (Union deauthorization / Amendment of certification / Unit clarification cases) span multiple heading levels, with UD/AC/UC printed as a third level under the last three only. Rows "Services", "Public administration" and "Total, all industrial groups" are printed indented as subtotal/total lines, set off by horizontal rules; "Social services" and "Miscellaneous services" are ordinary detail rows belonging to the Services group. All printed subtotals and the grand total are internally consistent (component columns sum to the "All C cases", "All R cases" and "All cases" figures in every row), which supports the digit readings. Punctuation in the two footnotes (the sentence period after "terms", the colon after "Source", and the periods in "D.C.") is very faint or dropped in this scan; it has been rendered in the conventional form. The footnote-2 marker on the stub heading is a raised 2, and the raised 1 in the caption line is excluded with the caption.
