Several rows do not add across as printed (AC + UC does not equal the first column): Hearings completed 7 + 106 = 113 vs 114; Decisions issued after hearing 6 + 108 = 114 vs 116; By regional directors 6 + 97 = 103 vs 107; Transferred by regional directors for initial decision 0 + 7 vs 8; Requests for review received 0 + 7 vs 8; Granted 0 + 2 vs 3; Denied 0 + 1 vs 2. All values are transcribed exactly as printed and nothing was computed or corrected; the first column counts cases while the AC/UC columns count actions by case type, so the mismatch may be intended, but it may also indicate dropped or misprinted digits in the original. The stub holds an outline of indented sub-items ("By regional directors", "Granted", "Affirmed", etc.); indentation is not representable in the grid, so labels are given with their printed wording only. "Review of regional directors' decisions" and "Regional directors' decisions" are section lines with no values. The scan is slightly degraded: many lowercase "i" characters have lost their dots (e.g. "Hearings", "decisions"), and the digit 1 in "Affirmed" / "Board decision after review, total" prints as a bare vertical stroke; both read unambiguously in context. A stray ink mark appears in the right margin beside the "Regional directors' decisions" row and is not part of the table. The table caption ("Table 3C.—Formal Actions Taken in Amendment of Certification and Unit Clarification Cases, Fiscal Year 1984", carrying footnote marker 1) is omitted per instructions.
