Board decisions issued by contested status and type of case

p. 28. This is not a ruled table but an in-text indented breakdown on p. 15 of the 1984 report; no column headings are printed, so header_rows is empty. The figures sit at three distinct horizontal positions, which I have treated as three value columns (innermost detail column, middle subtotal column, outermost total column): e.g. 873/46/54/50 in column 1, 1,023/395/11 in column 2, and 2,206/1,429/777 in column 3. Row indentation in the original also encodes the hierarchy (the four items under "Unfair labor practice decisions", the three under "Representation decisions", the three under "Other decisions", and the three under "Noncontested decisions"); that nesting is not reproducible in the flat grid. Short rules are printed under 2,206, 1,429 and 777 and a double rule under 2,206; these are decorative and were dropped. The lead-in sentence "A breakdown of Board decisions follows:" above the figures and all surrounding prose (including the paragraphs and the "b. Regional Directors" subheading below) were excluded as body text, not table content. All printed figures are internally consistent (873+46+54+50=1,023; 19+82+294=395; 8+0+3=11; 1,023+395+11=1,429; 433+342+2=777; 1,429+777=2,206). The scan shows light foxing/stray marks (a tick left of "Contested decisions" and a small mark right of the 82 row) which are not footnote markers. All cells are legible.
