Reader’s notes

p. 236. Two printed columns only: the stub ("Stage") and "Median days". The outline labels (I, II; A, B, C; 1-5) are printed in hanging indent levels in the stub column and are kept with their row text. Section lines I, II, "A Major stages completed—", "3 Close of hearing to—" and "4 Filing of petition to—" carry no value. Under II.A.3 and II.A.4 the indented sublines "Board decision issued" and "Regional director's decision issued" are printed without their own numbers, exactly as transcribed. In the right margin, level with the "118" row, there is a handwritten/stray horizontal pen stroke extending beyond the table's right rule; it is not part of the table and carries no value. Scan quality makes dotted i's and some diacritic-like specks faint (e.g., "Unfair", "administrative"), but no digit was ambiguous.
