Reader’s notes
p. 206. The scan drops most fine punctuation (periods and some commas), so decimal points and one thousands comma are restored here. Every Percent cell is printed with a gap where the decimal point should be ("6 4", "14 2", "23 1"); all such cells are transcribed with the point ("6.4", "14.2", "23.1"). Likewise the Total elections cell on "All representation elections" is printed "4 533" and is transcribed "4,533" (the commas in 3,353 and 3,531 do survive in the scan, and 3,353 + 246 + 934 = 4,533 confirms the value). Each restored percent was checked against its Number / Total elections ratio and all agree to one decimal place, so the column assignments are solid. The two footnote lines show no visible terminal period; periods are added on the same fine-punctuation reasoning. Percent cells are genuinely blank wherever the corresponding Number is 0 (Objections only for Consent, Expedited; Challenges only for Expedited, Regional director-directed, Board-directed; and all Percent cells on the Expedited row). The stub column has no printed heading, so cell 0 of both header levels is empty.
