Reader’s notes
p. 201. The scan drops small dots: every lowercase "i" in the table appears dotless ("dısposıtıon", "ıssuance", "hearıng", "decısıon"), and the decimal points in the percent columns are likewise lost, so the percent cells image as "100 0", "19 8", "0 5", etc. I have transcribed them with the printed decimal point ("100.0", "19.8", "0.5"). This reading is confirmed arithmetically: each percent column's five stage rows sum to exactly 100.0, and each number column's five stage rows sum exactly to that column's printed total (7,808 / 5,209 / 718 / 1,881 / 231). No internal inconsistencies or suspected misprints. The UD "After hearing closed, before issuance of decision" row is a printed zero in both cells (0 and 0.0), not a blank. The footnote marker 1 is attached to the caption, which is excluded per instructions. Nothing is cut off by the crop.
