Suspected misprint: in "Backpay specifications issued" the printed total formal actions is 140, but every type-of-case cell in that row is printed as 0 (CA, CB, CC and all the rest), so the components do not sum to the total. Transcribed exactly as printed. Every other row's type-of-case cells do sum to its printed total, which confirms the column alignment used here. The "Jurisdictional disputes" column (left half of CD) is printed blank, not 0, in most rows; values appear only in "10(k) notices of hearings issued" (103), "Hearings completed, total" (51), "Initial ULP hearings" (51), "Decisions and orders by the Board, total" (41) and the contested "Initial ULP decisions" (41). The "10(k) notices of hearings issued" row is blank in every column to the right of Jurisdictional disputes (including "Unfair labor practices"), unlike the two rows below it which carry zeros. The footnote marker 1 is attached to the caption/title (excluded per instructions); its text is given in footnotes.
