Board decisions

p. 29. The crop is a full printed page (p. 16 of the Forty-Eighth Annual Report), not a ruled table. The tabular matter transcribed here is the leader-dot breakdown of Board decisions that follows the paragraph under heading "a. Five-Member Board" ("A breakdown of Board decisions follows:"). It has no printed column headings, so header_rows is empty; the columns are defined only by the indentation/right-alignment of the figures, which fall at three distinct x-positions: the innermost (599, 11, 20, 41, 16) = column 1, the middle (947, 671, 274) = column 2, and the outermost (1,963) = column 3. The right edges of 947, 671 and 274 agree within a few pixels, so I grouped them in one column; if the original compositor intended "Contested decisions" to sit one step right of the two category lines, 947 would belong in a column of its own. The table is cut off by the page break: the list continues past the bottom of this page (the last line printed here is "cision .... 16" under "After transfer by regional directors for initial decision"), and further items of the breakdown appear on the next page. Arithmetic check (transcribed as printed, not corrected): 599 + 11 + 20 + 41 = 671 agrees with the printed "Unfair labor practice decisions" figure, but 671 + 274 = 945, two less than the printed "Contested decisions" total of 947. Chart No. 11 on the same page gives the 1983 bar as 671 C cases + 276 R, UD, AC and UC cases = 947, which suggests the list figure may be a misprint for 276 or that my reading of the final digit is wrong. I examined the glyph twice at the maximum resolution available and it reads as "274" both times, so that is what I entered; this is the one cell a user should re-check against the original. Typography, not footnote markers: "1,963" and "947" are set in bold and underlined in the original; no raised digits, letters or symbols appear anywhere in the table, and no footnotes are printed beneath it. Not transcribed (not a table): the upper half of the page carries Chart No. 11, "Contested Board Decisions Issued", a stacked horizontal bar chart for fiscal years 1973-1983 with an x-axis in hundreds of decisions and a legend for "C cases" and "R, UD, AC and UC cases". Its printed values, in case they are wanted elsewhere, are 1973: 996/467/1463; 1974: 951/464/1415; 1975: 855/560/1415; 1976: 1033/645/1678; 1977: 1127/721/1848; 1978: 1146/616/1762; 1979: 1185/635/1820; 1980: 1181/676/1857; 1981: 1028/541/1569; 1982: 1108/499/1607; 1983: 671/276/947. Several of these chart labels sit on black bars and are partly degraded in the scan (the 1976 and 1981 C-case values especially), so they are reported here only as context for the 274/276 question and should not be treated as a verified transcription. The running head, the page number "16", the section headings and the body paragraph were likewise excluded.

p. 30. This crop is the tail of a table continued from the preceding page: no column headings, no caption and no footnotes are printed on it, and the rows above "After review of regional director decisions" (the higher-level categories such as the contested-decision and representation headings these entries fall under) are cut off above the top of the crop. The table is a stepped tabulation: a single conceptual count column whose figures are set at three different horizontal positions according to the indent level of the row label, with leader dots of correspondingly different lengths. I have preserved those three positions as three columns. Column 1 (leftmost, shortest leaders) holds 50, 208, 0, 0, 2, 451, 561, 4; column 2 holds the "Other decisions" subtotal 2; column 3 (rightmost, longest leaders) holds "Noncontested decisions" 1,016. If the whole table is reassembled across pages, the earlier page may show additional, still further-left or further-right steps. "Noncontested decisions ... 1,016" is printed in bold with an underscore rule beneath it, marking it as a total line; the bolding/underlining is not reproduced in the cell text. The three rows that follow it (451, 561, 4) are its components and sum to 1,016 as printed; "Clarification of bargaining unit" 0, "Amendment to certification" 0 and "Union-deauthorization" 2 sum to the "Other decisions" subtotal of 2 as printed. Label repairs: "chal- lenges" joined to "challenges"; "After review of regional / director decisions" and "Clarification of bargaining / unit" each joined from two printed lines. The hyphen in "Union-deauthorization" is printed within the line, not a line-break hyphen, so it is kept. All digits are clearly legible; no doubtful cells.
