Reader’s notes
p. 325. The scan is a 1-bit bitonal image in which small round marks are systematically dropped: the dots over lowercase i's are missing throughout (e.g. "Fiscal", "unions", "dismissal" all print dotless), and likewise most periods. Decimal points in the Percentages and Percent columns therefore do not render (the image shows "100 0", "62 9", "15 4", etc.); I have transcribed them with the decimal point, i.e. 100.0, 62.9, 15.4. The same restoration was applied to abbreviation periods in "U.S. courts of appeals", "U.S. Supreme Court", "Vs." in the column headings, and "Sept. 30, 1982" in the spanner, and to sentence periods in the footnotes. No digits were altered. All arithmetic is internally consistent, which supports the column assignments: FY1982 "On petitions for review and/or enforcement" subrows sum to 424/380/26/3/15 and each percentage column sums to 100.0; the contempt subrows sum to 32/28/4; the cumulative column sums to 8,569 (63.6+15.3+4.7+1.7+14.7 = 100.0) and 234 for the Supreme Court block (percentages sum to 100.0). The two top rows, 456 = 424 + 32 and 408 = 380 + 28, also check. Cells left empty on purpose: the two cumulative columns on the "Proceedings decided by U.S. courts of appeals", "On petitions for contempt" and all five contempt subrows; the "Vs. both employers and unions" and "Board dismissal" percentage columns wherever no figure is printed. Several of those blanks carry a stray faint dot (e.g. percentage "Vs. both employers and unions" on "Board orders set aside"; "Vs. employers only" on "Contempt petitions withdrawn without compliance", "Board orders set aside" and "Contempt cases enforced" in the Supreme Court block); these are leader-dot or speck artifacts, not values, and are transcribed as empty. The stub column has no printed heading, so cell 0 of each heading level is empty. Row labels that wrap in print were joined and the end-of-line hyphens repaired: "Board orders partially affirmed and partially remand-ed", "Court orders directing compliance without contempt adjudication", and "Board's request for remand or modification of enforce-ment order denied".
