  1. 1 "Proceedings" are comparable to "cases" reported in annual reports prior to fiscal 1964. This term more accurately describes the data inasmuch as a single "proceeding" often includes more than one "case." See Glossary for definitions of terms.
  2. 2 A proceeding in which the Board had entered an order dismissing the complaint and the charging party appealed such dismissal in the courts of appeals

Reader’s notes

p. 235. 12 columns: stub + 5 "Number of proceedings" + 4 "Percentages" + 2 cumulative. The "July 5, 1935-Sept. 30, 1981" heading is a tall heading spanning the top two levels above "Number"/"Percent"; the stub has no printed heading, so cell 0 is empty in all three header levels. PERIODS: this scan systematically drops the period glyph. Decimal points survive in only two cells on the whole page ("60.0" in Court orders holding respondent in contempt / Percentages Vs. unions only, and "6.9" in Remanded to court of appeals / Percent); everywhere else the same typesetting prints as a gap ("100 0", "62 5", "0 4"). Likewise "U S", "Sept 30", "Vs unions". I have restored these decimal points and sentence/abbreviation periods, on the reading that they are reproduction dropout rather than how the page was set. All restored values are confirmed by arithmetic: every percentage equals the implied ratio to one decimal (e.g. 263/421=62.5, 13/31=41.9, 5,176/8,145=63.5), and all column sums check (452+51+10+2=515; 306+67+29+11+66=479; 11+16+5+2+2=36; 479+36=515; 5,176+1,262+373+131+1,203=8,145; 138+17+38+19+16+1+1+1=231). No printed total appears to be in error. EMPTY CELLS: the percentage columns are peppered with lone or paired dots (".", "..", "...", ". . .", ".....") used as not-applicable/negligible markers, plus a few in the cumulative Number and Percent columns of the contempt block. Per the rules these are transcribed as "". Affected rows include the two "Proceedings decided by..." lines, Board orders affirmed in full / with modification, the whole contempt sub-block, and all eight Supreme Court sub-rows. Their exact dot counts are not recoverable with confidence at this resolution, but none of them carries a value. Row 9's label is printed with a terminal period ("before court order.") before its leader dots; I dropped it. Row 19 ("Remanded to court of appeals.") likewise. Rows 6, 11, 12 and 20 are two-line labels joined here. "Appendix" runs vertically in the right margin and the page number 225 appears at lower right; both omitted.
