Blank spacer lines that separate each division block from its subtotal are typographic only and are not transcribed as rows. All row and column cross-sums I checked reconcile exactly (division subtotals against their member states, and the "Total" union columns against AFL-CIO + Teamsters + other national + other local), so no misprints are suspected.

The grid has 17 columns (stub + 16 numeric), counted from the vertical column rules and confirmed by every body row carrying 16 values. The table is continued from the preceding page — the South Atlantic region block begins before this crop (only Georgia and Florida of that region appear here), so the "South Atlantic" and "Total, all States and areas" figures include values not shown on this image. The running head "Appendix" and page number "217" in the right margin were omitted, as were the leader dots trailing the row labels. All regional subtotal rows (East South Central, West South Central, Mountain, Pacific, Outlying Areas) were checked column by column against their member states and reconcile exactly as transcribed. Doubtful glyphs: in the "Washington" row the last column reads 933 (confirmed by the Pacific subtotal 3,620 = 933+0+2,676+0+11); in the "Total, all States and areas" row the 14th numeric column reads 993 and cannot be cross-checked from this page alone, so a 933/993 confusion there cannot be fully excluded. The "Mississippi" label and several i-dots print faintly in this scan but the wording is unambiguous. In the footnote "U S Department of Commerce" the periods after U and S are not visible in the scan and were transcribed as printed; the footnote also ends without a period. A stray ink mark sits above the South Atlantic row near the 8th numeric column, and a short stray stroke sits above the Mountain row in the same column; neither is a digit or a footnote marker.
