Final Outcome of Representation Elections in Cases Closed, Fiscal Year 1981

p. 216. 16 columns: stub, "Total elections^2", six under "Elections won by unions", "Elections in which no representative chosen", six under "Employees eligible to vote" (Total, In elections won, and four under "In units won by"), and a final free-standing "In elections where no representative chosen". The rule under "Employees eligible to vote" stops short of that last column, so it is treated as a top-level heading of its own rather than part of the span. Scan quality: periods print very faintly throughout this page. In the "Percent won" column the decimal point is mostly invisible (the image shows "42 0", "37 6", "66 7", etc.); only the "80.0" on the "3 (or more)-union elections" row shows it clearly. These are percentages and have been transcribed with the decimal point ("42.0", "37.6", ...). Likewise the period after "v" in the versus-style row labels is legible only in "National v. national"; it has been written as "v." in every such label. The section line reads "A All representation elections" in the scan; the period after "A" is assumed on the same grounds. Ambiguous cell: "National v. national", employees "In units won by" — a printed 0 sits between the Teamsters and Other national unions columns and I could not fix its column from the alignment alone. It is placed under "Other national unions" to mirror the 0 in the elections-won half of the same row (whose placement is confirmed by the 2-union subtotal, 14+3+1+0 = 18). p. 217. Crop is the "—Continued" page of Table 13 and contains only panel "B. Elections in RC cases"; panel A is on the preceding page. The table is a single 16-column panel, not side-by-side panels. Scan quality: this is a coarse 1-bit scan in which thin periods frequently drop out. Two systematic repairs were made. (1) In the "Percent won" column the decimal point is invisible in most rows (printed as "45 2", "40 8", "100 0", "0 0"); it is clearly present in a few rows ("100.0" in the AFL-CIO v. Teamsters v. local row), so every value in that column is transcribed with the decimal point: 45.2, 40.8, 54.7, 54.6, 44.5, 65.9, 66.7, 89.5, 86.7, 80.0, 76.9, 100.0, 80.0, 0.0, 88.9, 76.2, 100.0, 50.0, 100.0, 100.0, 100.0, 0.0, 80.0, 46.2. (2) In the row labels the period after "v" is visible in some rows ("AFL-CIO v. AFL-CIO v. Teamsters", "AFL-CIO v. national v local") and missing in others; "v." is written uniformly. The section label likewise reads "B Elections in RC cases" with the period lost, transcribed as "B. Elections in RC cases". Blank cells: many empty cells carry a single stray dot or a short run of dots (e.g. ".", "..", "...") left over from leader rules, for instance in the Teamsters, Teamsters v. Teamsters, National v. local and Local v. local v. local rows. All such cells are transcribed as "". The last column, "In elections where no representative chosen", is printed outside the span rule of "Employees eligible to vote" and is treated as its own top-level heading, as the rules show. Footnote markers 1 (in the caption) and 2 (on the "Total elections" heading) appear, but no footnote text is printed on this page, so footnotes is empty. All cross-footings verify as printed: each of the three subtotal rows equals the sum of its component rows, and "Total RC elections" equals the sum of the three subtotals, in all 15 numeric columns. No misprints detected.

Periods are systematically lost in this 1-bit scan. The "Percent won" column prints as "15 8", "19 5", "50 0", "100 0", "0 0", etc.; these are decimals and I have restored the decimal point (every one checks out against Total won / Total elections, e.g. 19/120 = 15.8, 47/217 = 21.7). Likewise the period is not visible after the panel letter ("C Elections in RM cases") or after "v" in the six 2-union row labels ("AFL-CIO v local"); I have written "C." and "v." as they are set in the original. No other character was supplied. The "Total won" cell of the "AFL-CIO v. AFL-CIO" row carries a small ink tick immediately before the 4 ("ˈ4"). It is a speck, not a footnote marker or a digit — the value is 4 (4 + 2 no-representative = 6 total elections, and the 2-union subtotal of 9 requires it). Periods are systematically faint/lost in this 1-bit scan: the percent-won values print as "26 5", "100 0", etc., and I have transcribed them with the decimal point ("26.5", "100.0"). This is confirmed arithmetically — 153/577 = 26.5%, 33/210 = 15.7%, 6/19 = 31.6%, 5/27 = 18.5%, 197/833 = 23.6%, 4/8 = 50.0%, 2/3 = 66.7%, 18/23 = 78.3%, 215/856 = 25.1% — so the values are one-decimal percentages, not whole numbers. The same lost-period effect affects text: the section line reads "D Elections in RD cases" with a gap after the D (almost certainly "D." in print; transcribed literally as "D Elections in RD cases"), the "v" in the two-union row labels shows no period (likely "v." in print), and both footnotes show no closing period (I supplied them, as they are standard and the scan drops terminal periods elsewhere too). Column assignment was checked against every subtotal and total, and all reconcile exactly: the four 1-union rows sum to the "1-union elections" line in all 15 value columns, the six 2-union rows sum to "2-union elections" in all 15, and 1-union + 2-union = "Total RD elections" in all 15. No printed total appears to be in error. Blank cells are genuinely blank in the source (e.g. the AFL-CIO row has no entry under Teamsters / Other national / Other local in either the elections-won or units-won blocks); note the distinction from printed zeros, which do appear in this table (e.g. "AFL-CIO v national" has 0 under AFL-CIO unions won and 0 under AFL-CIO units, and several rows carry 0 in the no-representative-chosen columns). There is a small stray mark below the word "chosen" in the "Elections in which no representative chosen" heading and a faint tick in the body near the "Total won"/"Total RD elections" area; both read as scan specks, not footnote markers or values. The caption carries footnote marker 1 and has been omitted per instructions; marker 2 is attached to the "Total elections" column heading.
