60 of 60 figures sit in a row or column sum that works out.
p. 205. Caption carries footnote marker 1 (excluded per instructions); the footnote itself is transcribed. Decimal points in the percent columns are nearly all lost in this scan: the percentages print as "100 0", "83 8", "0 9" etc. with a gap where the point belongs. One surviving instance ("2.1", CP cases percent, "After Board decision, before circuit court decree") confirms these are one-decimal figures, so I have restored the decimal point in every percent cell. No digits were altered. Blank percent cells: wherever the Number is 0 the percent was left unprinted (CD and CE in the "After hearing opened" row; CC, CD, CE and CP in the "After administrative law judge's decision" row; CG in the "After Board order adopting..." and "After circuit court decree..." rows; CD, CE, CG and CP in "After Supreme Court action"). Two of these blanks carry a faint stray dot (CP percent in the "After administrative law judge's decision" row and CE percent in the "After Supreme Court action" row); I read them as printing debris / leader remnants and left the cells empty. Arithmetic check: each of the eight Number columns sums over the eight stage rows exactly to its printed total (41,020 / 29,351 / 8,640 / 1,960 / 427 / 126 / 38 / 478), which corroborates the digit readings and the column assignments. The scan renders dotless "i" in many words (e.g. "issuance", "administrative"); row labels are given with normal spelling. End-of-line hyphens repaired in "adminis-trative" and "ab-sence".
