p. 32. This is an indented breakdown list rather than a ruled table; no column headings are printed, so header_rows is empty. The figures fall into three distinct right-aligned value columns, which I have transcribed as columns 1-3 after the stub: column 1 holds the deepest-indented detail figures (934, 2, 40, 52, 29, 76, 428, 7, 0, 1, 568, 461, 8), column 2 holds the mid-level subtotals (1,028, 533, 8), and column 3 holds the outermost figures (2,606, 1,569, 1,037). The introductory line "A breakdown of Board decisions follows:" above the figures is lead-in text, not a table row, and has been omitted. A double rule sits under 2,606 and single rules under 1,569 and 1,037; these are typographic rules, not values. End-of-line hyphens were repaired in "jurisdictional", "decision" (After transfer by regional directors for initial decision) and "challenges"; the hyphen in "Union-deauthorization" is printed within a single line and is kept. All printed figures are internally consistent (934+2+40+52=1,028; 29+76+428=533; 7+0+1=8; 1,028+533+8=1,569; 568+461+8=1,037; 1,569+1,037=2,606).
