The dashes ending "Major stages completed —", "Close of hearing to —" and "Filing of petition to —" are printed em dashes in the label, not dash rules standing for a missing value. Under II.3 and II.4 the two unnumbered continuation lines "Board decision issued" and "Regional director's decision issued" each carry their own median, so each is a separate row; they appear twice (187/19 under item 3, 295/42 under item 4). "Regional director's" is lowercase in those lines and in row II.A as printed, while row II.C prints "Regional Director's" capitalised — both kept as printed. The raised 1 in rows I.B and I.C and the raised 2 in rows II.B and II.C are footnote markers, recorded after "Age" behind a caret. The scan renders dotted i's faintly in several words (e.g. "issuance", "administrative"); the readings are unambiguous from context. No leader dots are used in this table, and no values are cut off by the crop.
