Final Outcome of Representation Elections in Cases Closed, Fiscal Year 1980

Crop is cut off at the bottom: the "3-union elections" subtotal row and all later sections (B, C, ...) of Table 13 continue past the bottom edge, and no footnote texts are visible on this image, so `footnotes` is empty even though the caption carries a raised 1 and the stub head carries a raised 2. Decimal points in the "Percent won" column: this 1-bit scan drops most periods, so the cells render as "43 9", "100 0", etc. I transcribed them with the decimal point ("43.9", "100.0"). This is confirmed by arithmetic throughout: 1,953/4,451 = 43.9, 999/2,439 = 41.0, 65/92 = 70.7, 316/424 = 74.5, 6/7 = 85.7, and every other cell in that column matches its own row's won/total ratio to one decimal. Same dropped-period issue in text: the section line reads "A All representation elections" with no visible period after the "A"; I wrote "A." as is standard in these reports. In the union-pair row labels the separator shows as a bare "v" with no visible period; I transcribed it as printed ("AFL-CIO v AFL-CIO"), but it is likely "v." in the original print. Row "AFL-CIO v local", column "AFL-CIO unions" (Elections won by unions section): printed as "51" followed by a short stray dash-like mark ("51-"). I transcribed "51"; 51 + 47 (Other local unions) = 98, the printed "Total won", so 51 is the intended value and the mark is scan debris. Row "AFL-CIO v Teamsters v local", column "Other national unions" (Elections won by unions section): a faint comma/apostrophe-shaped speck sits in this cell. I read it as empty, since no national union participates in that pairing and 1 + 0 + 1 = 2 already equals the printed "Total won". A small stray mark also appears in the right margin beside the "AFL-CIO v AFL-CIO" row, outside the table rules; it is not data. Distinction between a printed 0 and an empty cell was made on visual presence alone and is reliable at this resolution; all 0 entries sit in columns where the named union did participate but won nothing, which is consistent.

p. 283. Crop scope: this is a continuation page. It opens with the last two rows of section A (3-or-more-union elections and the all-table total), then the centered section line for part B, and is cut off immediately below the "2-union elections" subtotal — the rest of part B (3-or-more-union elections, total RC elections) and footnotes 1 and 2 fall outside the crop, so `footnotes` is empty. The caption carries a footnote 1 marker, excluded per instructions. Lost periods in the scan: this scan drops small dots (visible in the dotless "i" of "unions", "Participating", "Continued"). Consequently no decimal point is visible in the "Percent won" column, which prints as e.g. "86 2", "45 7", "100 0"; these are percentages to one decimal and are transcribed as 86.2, 45.7, 100.0. Each one is consistent with Total won / Total elections for its row (e.g. 25/29 = 86.2, 282/384 = 73.4), confirming the reading. For the same reason the periods are not visible in the section line ("B Elections in RC cases") or in the "v." of the two-union row labels ("AFL-CIO v Teamsters"); both are restored here. If a strictly literal rendering is wanted, read those as "B" and "v" without the period. Header structure: 16 columns. "In units won by" is read as spanning only the AFL-CIO unions, Teamsters and Other national unions columns, with the following "Other local unions" column set as its own tall heading directly under "Employees eligible to vote" — its heading text sits at the vertical level of "Total" and "In elections won" rather than at the level of the three columns under the spanner. Logically that column is also a "unit won by" category (its values are the per-union employee counts), so a reader may prefer to treat the spanner as covering four columns; the data placement is unaffected. The last column, "In elections where no representative chosen", is printed outside the "Employees eligible to vote" box, so it is given as a top-level heading of its own. Minor marks: a small stray ink speck sits just left of 84,463 in the AFL-CIO row, "AFL-CIO unions" column under "In units won by"; it is scan dirt, not a footnote marker. The "AFL-CIO v. AFL-CIO" label shows a broken-looking "L" from the same scan noise. Arithmetic cross-checks: every row and subtotal in the crop is internally consistent (component union columns sum to Total won; Total won plus no-representative-chosen equals Total elections; the four "In units won by" columns sum to "In elections won"; "In elections won" plus "In elections where no representative chosen" equals "Total" employees; and the ten two-union rows sum to the 2-union elections line). No misprints detected.

p. 284. Continuation crop: no column headings are printed on this image, so header_rows is empty. The grid has 16 columns (stub + 15 numeric), counted from the column rules and confirmed by the full-width "Total RC elections" row. Periods reproduce very faintly or not at all in this scan. The second numeric column prints as "50 0", "100 0", "85 7", "66 7", "85 2", "49 0"; these are percentages whose decimal point was lost, and I have transcribed them as 50.0, 100.0, 85.7, 66.7, 85.2, 49.0. This is confirmed arithmetically: 23/27 = 85.2 and 3,441/7,021 = 49.0, and every 100.0 row has elections-won equal to total elections. For the same reason I have written the row labels with "v." (the abbreviation of "versus"); the period is not legible in the image, but the spacing around each "v" accommodates one and the scan demonstrably drops periods. Column placement was checked against the subtotal row and every column reconciles exactly: the 12 detail rows sum to 27, 23, 9, 1, 3, 10, 4, 9,015, 8,322, 2,346, 98, 1,820, 4,058 and 693. The internal identities also hold (col 3 = cols 4+5+6+7; col 1 = col 3 + col 8; col 10 = cols 11+12+13+14; col 9 = col 10 + col 15), including on the "Total RC elections" line (104,225+29,318+18,578+20,667 = 172,788; 172,788+298,863 = 471,651). Blank cells are genuinely blank in the print, not zeros: they fall in the winner-type columns for union types that did not take part in that contest (e.g. "Teamsters v. Teamsters v. local" is blank in both AFL-CIO columns, columns 4 and 11). No footnote markers or footnote lines appear in the crop. The table continues above the top edge of the crop; the rows shown here begin mid-section among the three-or-more-union contests.

This crop is panel C of a multi-panel table; no footnote text is printed on this page, although markers appear in the caption ("Fiscal Year 1980 1") and in the stub head "Total elections 2" — those notes are printed elsewhere and are not reconstructed here. Decimal points: every value in the "Percent won" column is printed with its decimal point so faint that the scan renders it as a space ("13 4", "100 0", "20 7"). They are unambiguously one-decimal percentages (22/164 = 13.4, 57/275 = 20.7, etc.), so they are transcribed with the point: 13.4, 24.7, 30.0, 33.3, 18.3, 50.0, 100.0, 0.0, 70.0, 100.0, 20.7. Section line: the "C" in "C. Elections in RM cases" is followed by a wide gap; the period is faint/not resolved in the scan but is assumed present by analogy with the table's A/B panels. Header structure: the printed rule for "In units won by" (under "Employees eligible to vote") spans only three columns — AFL-CIO unions, Teamsters, Other national unions — and the box for the following "Other local unions" column starts one level higher, so that heading is transcribed as a level-2/level-3 column outside the "In units won by" group even though its values are plainly employees in units won by other local unions. A short stray dash sits above that column at the "Employees eligible to vote" rule level, apparently a broken remnant of that rule. Blank vs. zero: in the two- and three-union rows a 0 is printed only in the columns for unions that actually participated in that pairing (e.g. "AFL-CIO v AFL-CIO" has no entry at all under Teamsters/Other national/Other local), and those non-participating cells are left empty here as printed. Stray marks: isolated leader-dot remnants appear in the stub to the right of "Teamsters", "1-union elections", "AFL-CIO v Teamsters", "Teamsters v local" and "AFL-CIO v local"; they are dropped. Arithmetic check: all column sums reconcile — 1-union, 2-union and 3-or-more subtotals add to their component rows, and the three subtotals add to "Total RM elections" in every one of the 15 value columns. No misprints detected.

p. 286. COLUMN COUNT: 16 (stub + 15 value columns), counted from the vertical rules and confirmed by the 15 values printed in the "Total RD elections" row. HEADINGS: the only heading printed on this crop is the section banner "D. Elections in RD cases", which sits inside the table frame and spans all 15 value columns; it is recorded as a single heading level repeated across those columns. The detailed column headings for this table are printed on an earlier page and are not on this crop, so nothing else is reconstructed. The period after "D" is not legible in the scan (same period dropout described below) but the gap is period-sized and the lettered-section convention supports it. PERCENT COLUMN (value column 2): the decimal points are largely lost in this 1-bit scan, so the cells read "28 9", "15 2", "25 1", "90 9", "66 7", etc.; one cell ("100.0", AFL-CIO v. Teamsters) still shows its point clearly. Every value in the column equals value column 3 divided by value column 1 to one decimal (149/515 = 28.9, 219/872 = 25.1, 246/902 = 27.3, 10/11 = 90.9, 2/3 = 66.7), so these have been written with decimal points. The same period dropout is why "v." in the two-union row labels appears as a bare "v" with a gap; the periods are restored. TWO DOUBTFUL CELL PLACEMENTS, both resolved by the printed totals: 1. The "5" in value column 7 of the first block sits between the "Other national unions" and "Other local unions" lines and renders closest to the former. It is placed on "Other local unions" because the printed figures require it: Other national unions is already complete (22 won + 32 lost = 54 total, and its 22 wins are all in column 6), while Other local unions needs 5 wins (5 + 16 = 21) and the "1-union elections" total for column 7 is 5, not 10. 2. The "0" in value column 13 of the two-union block sits between the "AFL-CIO v. Teamsters" and "AFL-CIO v. national" lines. It is placed on "AFL-CIO v. national" (27 votes = 27 + 0), matching the table's practice of printing 0 only for a union actually on the ballot; AFL-CIO v. Teamsters had no national union, and its column-14 cell on that line holds only leader dots. Either assignment leaves the column 13 total of 55 unchanged. STRAY MARKS: a comma-shaped speck precedes 234 in "Other local unions", value column 10; the cell is 234. Several otherwise empty cells carry a single leader-dot remnant (e.g. "Teamsters" column 4, "Other local unions" columns 4 and 6, "AFL-CIO v. Teamsters" column 14 which shows ".."), and a backslash-like speck crosses the label "Teamsters v. local"; all are transcribed as blank or dropped. FOOTNOTE MARKER: the raised marker on the second footnote is degraded and could be read as a letter; it is taken as 2, following footnote 1. ARITHMETIC: every printed subtotal and total reconciles exactly in all 15 columns (1-union + 2-union = Total RD elections; the four union-type rows sum to "1-union elections"; the eight pairing rows sum to "2-union elections"; within each row, columns 4-7 sum to column 3, column 3 + column 8 = column 1, columns 11-14 sum to column 10, and column 10 + column 15 = column 9). No misprint was found.
