The scan has lost nearly every period and i-dot in the image (row labels read "representatıon", "Stıpulated", etc.), so decimal points in the percent columns appear as blank space: the image shows "80 3", "19 7", "79 7", "88 9", "84 9", "70 8", "80 5", "80 0", "82 4", "17 6", "36 4", "63 6" and so on. I have restored these as decimal points (80.3, 19.7, ...) because each Overruled/Sustained percent pair sums to exactly 100.0, confirming one decimal place. The same lost-period artifact appears at the sentence ends in both footnotes; periods there are restored as well. Column structure: 8 columns. The stub column carries no printed heading. "Overruled" spans the Number and Percent columns beneath it, and "Sustained" (with a raised 2 footnote marker) spans its own Number and Percent columns; the first three value columns are tall single headings spanning both heading levels. All arithmetic in the table is internally consistent as transcribed: the RC/RM/RD rows and the five election-type rows each sum to the "All representation elections" line in every value column (1,281 filed; 225 withdrawn; 1,056 ruled upon; 848 overruled; 208 sustained). No suspected misprints. A stray leader dot or two survives to the right of the "Consent elections", "Stipulated elections" and "Expedited elections" labels; these are leader dots, not data, and have been dropped.
