Decimal points: in this 1-bit scan the decimal point inside most percent values has dropped out, so the page shows e.g. "9 7", "15 2", "13 0" with a gap where the point belongs (the point does survive in the Consent elections / Challenges only cell, printed "0.2"). I transcribed these as decimals ("9.7", "15.2", "13.0"); every one is confirmed by arithmetic, since each percent equals its own Number divided by that row's Total elections. Digits themselves are clear; only the punctuation was reconstructed. Cross-checks all reconcile: 7,332+280+919 = 8,531 and 412+6,445+33+1,583+58 = 8,531, and each of the five number columns sums to the "All representation elections" line under both breakdowns (826, 239, 230, 1,056, 469). No misprints found. Blank percent cells: Expedited elections has no percent printed under "Challenges only", "Objections and challenges" or "Total challenges", and Board-directed elections has none under "Challenges only"; in each case the corresponding Number is 0, and the percent cell is genuinely empty, so it is "". Section-label punctuation: "By type of case." and "By type of election." each end in a single baseline dot in the scan. These section lines are often set with a colon in this report series, and the upper dot of a colon could have been lost in the scan, but only one dot is visible, so I transcribed a period. Trailing dots on the data-row labels are leader dots and were dropped. Stub heading: the stub column has no heading printed in either header level, so cell 0 of both header rows is "". Footnote 1 ends without a terminal period as printed (footnote 2 has one); transcribed as shown.
