The stub heading "Type of case" and the "Total" heading are tall single headings spanning both heading levels, so each is repeated in both header rows. "Board-directed" and "Regional director-directed" are printed broken across lines at their internal hyphens; the hyphens are part of the compound terms and are retained. The five section lines ("All types, total", "RC cases", "RM cases", "RD cases", "UD cases") carry labels only, with blanks in all value columns. The three UD cases rows are blank (no rule, no dash) in the "Expedited elections under 8(b)(7)(C)" column, so those cells are empty rather than 0; the RD cases rows do print 0 in that column. Scan quality is good; every row's five election-type cells add exactly to its printed Total, so no misprints are suspected. The footnote marker 1 on the caption is not transcribed because the caption is excluded.
