p. 275. Three printed columns: an unlabelled stub plus "AC" and "UC". The stub has no column heading printed, so cell 0 of the single heading level is empty. The row labels are indented to show hierarchy: "Certification amended or unit clarified", "Dismissed" and "Withdrawn" are the three disposition groups under "Total, all"; "Before hearing"/"After hearing" sit under each group; "By regional director's decision"/"By Board decision" sit under each "Before hearing"/"After hearing". Because several labels repeat verbatim at different points in the table, they are transcribed in printed order without added qualifiers. The scan does not show any numbering on the labels. All printed totals are internally consistent (AC 26+22+30=78; UC 52+140+329=521; Dismissed AC 7+15=22, UC 17+123=140; Withdrawn AC 29+1=30, UC 325+4=329), so no misprint is suspected. The scan is a degraded 1-bit image in which many lowercase "i" characters lose their dots (e.g. "Certıficatıon", "unıt clarıfied", "hearıng", "decısıon", "Dısmıssed", "Wıthdrawn"); these are rendering artifacts and the labels are transcribed with normal spelling. The stray dots scattered across the stub are leader dots and have been dropped. No footnote markers and no footnote text appear under the table; the horizontal rule at the foot is the table's closing rule.
