Decimal points: the scan has almost completely dropped the decimal points in the \"Percent of cases closed\" columns, which print as a bare gap (e.g. the total row reads \"100 0\" on the page). The values are unambiguously one-decimal percentages, so I have restored the points (100.0, 28.6, ...). Percent values below 1 percent are printed in the leading-point style with no integer zero, and I have transcribed them that way (.7, .6, .4, .3, .9); a leading point that faint cannot be positively seen in this scan, so if the report in fact set them as 0.7 etc. that form is lost here.\n\nCount columns verified: each \"Number of cases\" column sums to its printed total (All R 3,624+6,773+79+2,078+64 = 12,618; RC = 10,000; RM = 827; RD = 1,791; UD = 323), and each All R row equals RC+RM+RD for that row. I regard the counts as reliable.\n\nPercent cells that disagree with the counts: several percentages as I read them differ by 0.1 from the share implied by the printed counts. RC \"Before issuance of notice of hearing\" reads 22.8 but 2,292/10,000 = 22.9; RC \"After issuance of regional director's decision\" reads 18.1 but 1,795/10,000 = 18.0 (nearest 17.9/18.0); All R reads 28.6, 53.6, 16.4 where the counts give 28.7, 53.7, 16.5, and All R \"After issuance of Board decision\" reads .7 where 64/12,618 = .5. These are transcribed as read, not corrected. They may be misprints or in-house balancing in the source, or they may be misreadings on my part - at this scan resolution the final digit of a percentage is the weakest part of the image. As read, every percent column does sum to exactly 100.0. The UD column is the one panel where my readings agree exactly with the computed shares throughout.\n\nLeast certain cells specifically: the single-digit percents in the \"After hearing closed, before issuance of decision\" and \"After issuance of Board decision\" rows, in the All R, RM and RD panels - a 3 against a 4, and a 5 against a 7, are not cleanly separable there.\n\nA stray ink speck sits just above the RD percent cell of the \"Before issuance of notice of hearing\" row; I read it as a scanning artifact, not a footnote marker or punctuation, and did not transcribe it. The caption carries footnote marker 1, which ties to the single footnote; the caption itself is omitted as instructed.
