The two "Recommendation of administrative law judge" headings are tall single cells spanning the bottom two heading levels; "Total all" and the stub heading "Action taken" span all five levels. The section row "A. By number of cases involved" carries a value only in "Total all": a raised 2 is printed to the left of 13,039, transcribed as 13,039^2. No footnote texts appear on this crop (the image ends at the double rule below "Other remedies"), so `footnotes` is empty; the footnote 2 text and any continuation of the table (a section B, if any) fall outside the crop. Scan quality: the halftone drops the dots of many i's (e.g., "Recognıtion", "Hırıng", "Pıcketing"), and it likewise shows no clear period after the section letter "A"; I have transcribed it as "A." on the convention used elsewhere in these reports, but the period is not legible in the image. Faint isolated specks appear in a few empty cells (Union "Recommendation of administrative law judge" column on the "Recognition or other assistance withdrawn" and "Employees offered reinstatement" rows, and the Employer "Agreement of parties / Formal settlement" area of the section row); these are scan dirt, not digits, and are transcribed as blank. All printed rows are internally consistent (Employer and Union component columns sum to their panel totals, and the two totals sum to "Total all"), so no misprints are suspected.

p. 262. Continuation page: no column headings are printed on this crop, so header_rows is empty. Section "A" and the heading block are on the preceding page. Column count: the rules give 14 columns (stub + 13 data). The grid is corroborated arithmetically throughout — in every data row column 2 equals the sum of columns 3-7, and column 8 equals the sum of columns 9-13 (e.g. for "C. By amounts of monetary recovery, total": 10,619,010 + 217,612 + 147,938 + 4,425,595 + 16,423,904 = 31,834,059, and 151,790 + 2,926 + 0 + 344,405 + 90,952 = 590,073). Column 1 equals col 2 + col 8 except in the two "From both employer and union" rows, where the same employees/amounts are counted once in column 1 but appear in both the col-2 and col-8 blocks. Columns 15 and 16 also sum correctly into row C. No printed total appears to be in error. Rows 6 and 7 ("Hiring hall rights restored", "Objections to employment withdrawn") carry a value in column 1 and in columns 8-13 only; columns 2-7 are blank in the image, not zero. The scan loses small marks: the dots on nearly every lowercase "i" are gone, as are sentence-final periods in both footnotes. I have restored the sentence periods in the footnotes and the periods after the "B" and "C" section letters, each of which shows the letter followed by a word-sized gap; the marks themselves are not resolvable at this resolution. In footnote 2, "remedial action, therefore," reads as a comma but could be a semicolon whose upper dot was lost to the same degradation. In the row "Employees reimbursed for fees, dues, and fines / From either employer or union", the value in column 11 is 0 with a stray apostrophe-like tick just above and right of it, touching the column rule; I read this as a scan artifact, not a footnote marker, since the parallel cells in the surrounding rows are plain zeros. No footnote markers are attached to any value or row label on this crop.
