The caption carries footnote marker 1, but the caption is omitted per instructions. Internal arithmetic: in six rows the printed AC and UC figures do not sum to the first column. Hearings completed 9 + 78 = 87 vs 118; Decision issued after hearing 5 + 78 = 83 vs 125; By regional directors 4 + 76 = 80 vs 122; Requests for review received 3 + 11 = 14 vs 15; Board action on requests ruled upon, total 3 + 11 = 14 vs 15; Denied 2 + 8 = 10 vs 11. All other rows balance. Everything is transcribed exactly as printed; nothing was computed or corrected. Two possible explanations I cannot settle from this crop: (a) the AC-column entries for the first rows may carry a leading digit that is not resolvable at this rendering (e.g. a printed "40" read as "9"), or (b) a further case-type column may sit beyond the right edge of the crop. The spanner heading "Formal actions taken by type of case" appears complete and is centred over the AC and UC pair, and the right-hand cell rule is visible, both of which argue for a complete four-column table; the right margin is nonetheless unusually tight, so a cut-off column cannot be ruled out entirely. "Review of regional directors' decisions" and "Regional directors' decisions" are treated as section lines carrying a label and no values; the figures printed beside them belong to the indented rows that follow ("Requests for review received" and "Affirmed" respectively). There is a small stray ink mark in the UC column just above the "0" of the Affirmed row; it is not a digit or a footnote marker and was not transcribed. Two row labels are broken by an end-of-line hyphen in the original and were rejoined: "Transferred by regional directors for ini-tial decision" and "Withdrawn after request granted, be-fore Board review".
