p. 284. Seven printed columns; the caption and its footnote marker are omitted per instructions. Structural reading: "Review of regional directors' decisions", "Regional directors' decision" and "Outcome" are label-only section lines (their printed values sit on the following indented line, which is transcribed as its own row). The two-line labels "Transferred by regional directors for initial decision", "Withdrawn before request ruled upon", "Board action on request ruled upon, total" and "Withdrawn after request granted, before Board review" (the last with an end-of-line hyphen in "be-/fore") were each joined into one row label. Arithmetic observation (transcribed as printed, nothing corrected): in every row the "Total formal actions taken" column equals RC + RM + RD only, i.e. the UD column is excluded from that total. E.g. "Hearings completed, total": 1,914 + 70 + 180 = 2,164, while adding UD 8 would give 2,172; likewise "Decisions issued, total" 1,570 + 51 + 158 = 1,779 (UD 4 extra), "Dismissals on record" (under By regional directors) 159 + 8 + 19 = 186 (UD 3 extra), "Denied" 383 + 11 + 26 = 420 (UD 1 extra). The pattern is consistent across all rows, so the column assignment is almost certainly right; readers should not assume the total column includes UD. All other internal checks balance (e.g. 2,039 + 253 = 2,292; 1,815 + 177 = 1,992; 47 + 100 = 147; 78 + 22 = 100; 68 + 474 + 6 = 548). One row worth a second look in any downstream check: "Dismissals on record" under "By Board / Transferred by regional directors for initial decision" reads 14 in the cases column against 5 formal actions; the digits are clearly printed, and 42 + 5 = 47 confirms the formal-actions side.

p. 285. Seven columns: stub plus "Cases in which formal actions taken" and the five columns under the spanner "Formal actions taken by type of case" (Total formal actions taken, RC, RM, RD, UD). This page is a continuation ("—Contd."); the body begins directly with the "Decisions on objections and/or challenges, total" line, so there may be earlier parts of Table 3B on preceding pages. Several printed rows do not add across, transcribed as printed: "Decisions on objections and/or challenges, total" RC+RM+RD+UD = 1,382+61+96+12 = 1,551 vs. printed total 1,539; "By regional directors" 285+28+12+7 = 332 vs. 325; "By Board" 1,097+33+84+5 = 1,219 vs. 1,214; "In stipulated elections" 1,055+33+86+5 = 1,179 vs. 1,174. Vertically, "By regional directors" (330) + "By Board" (1,278) = 1,608, which matches the total line in column 1, but the "Total formal actions taken" column gives 325+1,214 = 1,539, consistent. Doubtful cells: the RD value on "In stipulated elections" reads 86, but its two sub-rows ("No exceptions..." 68 and "Exceptions..." 16) sum to 84, which is also the RD figure printed on the "By Board" line; the glyph looks like 86 in the scan, so it is transcribed as 86 and may be a misprint or a scan artifact for 84. The UD value 7 and RD value 12 on "By regional directors" are legible but are what make that row over-sum. A small stray dash-like mark appears in the RD column beside the label-only line "Review of Regional directors' supplemental decisions"; it is a print/scan artifact, not a value, so that row's value cells are empty. The two label-only rows ("Review of Regional directors' supplemental decisions" and "Regional directors' decisions") carry no figures. Row labels that wrapped over two printed lines have been joined and end-of-line hyphens repaired (e.g. "No exceptions to regional direc- tors' reports" → "No exceptions to regional directors' reports").
