Reader’s notes

p. 37. The crop is a fragment of a larger table: it shows only six body rows with no column headings, no caption, no total line and no footnotes, so header_rows is empty. Two columns: stub plus a single numeric column; the numbers are right-aligned under that one column. All digits are crisply printed and unambiguous (110, 15, 18, 13, 90, 40). The label "Settled or placed on courts' inactive lists" uses a typographic apostrophe after "courts" in the image; it is transcribed as a plain apostrophe. Leader dots (printed here as dashed rules) were dropped from the labels. No footnote markers appear on any label or value.
