These are stacked column headings of one table, not side-by-side panels. Two superscript markers sit before values in the "In district courts — Number decided" column and are transcribed as trailing markers: "Comply with Freedom of Information Act" = 7^1 (printed as a raised 1 ahead of 7) and the final "Other" row = 1^2 (raised 2 ahead of 1). Both readings are confirmed arithmetically: 13+7=20 and 0+1=1 against the Total—all courts column. "To enforce subpena" is spelled that way in the original (not "subpoena").
