Final Outcome of Representation Elections in Cases Closed, Fiscal Year 1978

Crop is incomplete: the three-union block continues below "Teamsters v local v local" (no "3-union elections" subtotal and no section B are on this image), and the footnote texts for the markers 1 (caption) and 2 ("Total elections") are not printed on the crop, so `footnotes` is empty. "Percent won" column: the decimal point is printed but prints very faintly and drops out of the scan in most rows (they read "42 0", "47 3", "100 0", etc.). I transcribed every value with its decimal point; each one is confirmed by Total won / Total elections (e.g. 1,049/2,495 = 42.0; 2,047/4,577 = 44.7; 5/6 = 83.3). Row "AFL-CIO v AFL-CIO v. AFL-CIO", column "Employees eligible to vote - Total": printed as "207," with a trailing comma. Transcribed as printed; it appears to be a misprint for 207 (0 in elections won + 207 in elections where no representative chosen = 207). A small raised speck/degree-like mark sits at the left edge of the "Total elections" column on the first printed line of the "AFL-CIO v AFL-CIO v. AFL-CIO" row. I judged it stray ink rather than a footnote marker and did not transcribe it; a reader checking the original should confirm. Periods after "v" (versus) in the row labels print inconsistently in this scan - some rows show "v", some "v." - and I transcribed them as they appear. The presence or absence of the period in any given label should not be relied on; all of them are almost certainly "v." in the original. Header structure: the spanner rule for "In units won by" covers only the three columns AFL-CIO unions, Teamsters and Other national unions; the employees "Other local unions" column is printed outside that rule (its heading box runs up into the "In units won by" level), so header row 2 carries "Other local unions" in that position. By symmetry with the left half of the table that column nevertheless holds employees in units won by other local unions, and the subtotal rows confirm it (2-union: 14,035 + 5,195 + 7,732 + 9,352 = 36,314 = "In elections won"). Cells printed as dash rules were rendered as "". All printed totals and subtotals check out arithmetically: 1-union and 2-union rows sum correctly down every column, and Total won + no representative chosen = Total elections in every row.

p. 280. Continuation page: no column headings are printed on this crop, so header_rows is empty. The grid has 16 columns, counted from the column rules; by their contents they are stub, total elections, percent won by unions, elections won by unions (total), then the four won-by breakdown columns (AFL-CIO, Teamsters, other national, other local), elections lost by unions, eligible voters, valid votes for unions (total), then the same four breakdown columns, and valid votes against participating unions. The crop is cut at both ends: it opens in the middle of panel A (the two rows shown precede the "3 (or more) union elections" subtotal and the "Total representation elections" line), and it stops after the "1-union elections" subtotal of panel C, so the rest of panel C and any later panels and footnotes are not on this image. Percent column: this 1-bit scan drops the decimal point in most of the percent cells, which print as "100 0", "46 0", "85 7" and so on; the point is clearly visible in a few ("78.0", "66.7", "26.7"), and the column is uniformly one decimal place, so I have written the decimal point in every cell of that column. No digits were changed. Doubtful cell: "3 (or more) union elections" in panel B, percent column, reads as "72.0" on the image, but 13 of 18 is 72.2, and every other percent in the table matches its own won/total ratio. Transcribed as it appears; it is either a misprint or a "2" that the scan has rendered as a "0". Section lines "B. Elections in RC cases" and "C. Elections in RM cases" are centred panel headings spanning the full width, entered with the label in the stub and empty value cells. The period after the letter is faint in the scan, as is the period in the "v." of several row labels, which is why the versus abbreviation appears inconsistently as "v" and "v." in the labels; I transcribed each as it reads. Cells carrying a dash rule ("-------") for not-applicable combinations are transcribed as empty strings, as instructed; printed zeros are kept as "0". There is a small stray mark at the left edge of the "44" cell (other national unions won) in the "2-union elections" row of panel B. I read it as scan dirt rather than a footnote marker, since no footnotes are printed on this crop, and did not transcribe it. The running head "Appendix" and the page number 267 are set vertically at the right edge and are excluded. Cross-checks: every component-to-total footing I could test reconciles, including the four won-by columns to elections won, won plus lost to total elections, the four vote columns to valid votes for unions, union votes plus votes against to eligible voters, and the 1-union, 2-union and 3-or-more subtotals to "Total RC elections" in all fifteen value columns.

Sixteen columns: stub; Total elections^2; six columns under "Elections won by unions" (Percent won, Total won, AFL-CIO unions, Teamsters, Other national unions, Other local unions); "Elections in which no representative chosen"; six columns under "Employees eligible to vote" (Total, In elections won, then four under the spanning sub-heading "In units won by": AFL-CIO unions, Teamsters, Other national unions, Other local unions); and the final tall column "In elections where no representative chosen". The first seven rows continue section "C. Elections in RM cases" from the preceding page; no section heading for them is printed on this crop. The centred section line reads "D Elections in RD cases" on the scan; the period after "D" is faint and I have written "D. Elections in RD cases". Percent-won column: the decimal point is lost or very faint in the scan for several cells, which print as e.g. "50 0", "100 0", "0 0", "71 4", "18 1", "18 2", "24 5", "77 8", "80 0", "83 3". The column is uniformly one-decimal (other cells show "27.9", "26.7", "39.4", "100.0", "26.4" clearly), so I transcribed all of them with the decimal point. Likewise the period in the paired-union labels ("AFL-CIO v. Teamsters") drops out of the scan on several lines; I used "v." throughout. Dash rules ("------") in empty cells are transcribed as "". Internal arithmetic (subtotals, the Total RM and Total RD lines, and employees-in-units-won summing to employees-in-elections-won) checks out in every row, which supports the column assignments. Footnote 2 is cut off by the bottom edge of the crop: only the top halves of the letters of its first line are visible and the rest of the footnote is not on the image. I transcribed only the opening words I could read with confidence ("Includes each unit in which a choice"); the footnote string in `footnotes` is therefore incomplete, not a full footnote.
