The footnote marker 1 is attached to the caption (excluded per instructions), not to any heading or cell. Doubtful cell: "Board decision after review, total", column A C. The glyph is broken in the scan and reads like a "G"; it is almost certainly a degraded 0 (every other A C cell from "Transferred by regional directors for initial decision" down is 0, and 0 + 2 = the printed total of 2). Transcribed as 0. Two rows carry a label and no values and are transcribed with empty value cells: "Review of regional directors' decisions" (the figures 9 / 0 / 9 printed beside it belong to the indented line "Requests for review received") and "Regional directors' decisions" (heading over Affirmed / Modified / Reversed). Printed arithmetic does not always reconcile, and is transcribed as printed: "Hearings completed" 118 vs. 8 + 108 = 116; "Decision issued after hearing" 120 vs. 7 + 110 = 117; "By regional directors" 109 vs. 7 + 99 = 106. The "By Board" line (11 = 0 + 11) and the lower section lines do reconcile, so the discrepancy sits in the first three rows as printed. Digits in those cells are individually legible; I did not alter them.
