Reader’s notes
p. 328. Six printed columns: stub, Total, and four petitioner columns. The spanner "Number of cases" sits over only the four petitioner columns (its underrule begins at the Total/Employer rule), with "Identification of petitioner" nested beneath it; "Total" is a tall single heading occupying all three heading levels, and the stub has no printed heading. In the "Closed fiscal 1977" row, the "State boards" cell has a small stray ink mark just left of the digit; the value itself reads 1 (and 13+1+0+1 = 15 matches the printed Total). The abbreviations "Oct" and "Sept" in the stub labels appear without a period in the scan. The footnote marker 1 belongs to the caption line ("Fiscal Year 1977 1"), which is excluded per instructions.
