The caption carries a superscript footnote marker 1 ("Fiscal Year 1977 ^1"), but no footnote text is printed within this crop; the footnote presumably appears elsewhere (likely under the continuation of the table). Similarly, the body is headed "A. All representation elections", so a part B almost certainly continues on a following page; this crop contains part A only. Column structure: 14 columns. The last column ("Total votes for no union") sits inside the "Valid votes cast in elections lost" spanner, mirroring column 8 inside the "won" spanner — both are two-level-tall headings whose text begins at the same vertical position, and the arithmetic confirms it (e.g. AFL-CIO: 63,690 + 32,644 + 65,119 + 131,689 = 293,142). Every data row and every column in all three sections cross-foots exactly to the printed subtotals ("1-union elections", "2-union elections", "3 (or more)-union elections") and to the "Total representation elections" line, so no misprints were detected and no cell is doubtful on arithmetic grounds. The scan is a coarse 1-bit image: periods after "v" in the matchup labels are frequently broken or invisible (e.g. the image shows "Teamsters v national", "AFL-CIO v AFL-CIO v. Teamsters"). I have written "v." uniformly, since the typesetting clearly intends an abbreviation throughout. The case difference between the 2-union labels (lowercase "national"/"local") and the 3-union labels (capitalised "National"/"Local") is as printed and has been preserved. Dotted letters in the headings are also degraded ("Valid"/"in"/"elections" render with missing i-dots); headings are given in their intended spelling. One cell with slight residual uncertainty: in the "AFL-CIO v. Teamsters v. National" row, the run of dash rules on the lost side is hard to resolve at this resolution; I read Teamsters (lost) = 0, Other national unions (lost) = 0 and Other local unions (lost) = blank. This is consistent with the participating unions named in the label and with the column subtotals (Other national unions lost sums to 0 and Other local unions lost sums to 44 for the 3-or-more section, both as printed). p. 313. Crop is a continuation page: it carries only panel "B. Elections in RC cases"; panel A is on the preceding page. Section line "B. Elections in RC cases" is printed centered across the data columns; the period after "B" is faint in the scan but the letter and wording are clear. Suspected misprint in the source: the 2-union row labelled "National v Teamsters" (total valid 1,598) has its won votes printed under "Other national unions" (821) and "Other local unions" (525), and its lost votes under "Other national unions" (97) and "Other local unions" (14), with the Teamsters columns dashed. Both the cell placement and the printed "2-union elections" subtotals confirm those column positions, so the label appears to be an error for "National v Local". Transcribed as printed. All 13 numeric columns were checked against the printed subtotals: the four "1-union" rows sum to the "1-union elections" line, the nine 2-union rows to "2-union elections", the twelve 3-or-more-union rows to "3 (or more)-union elections", and those three subtotal lines to "Total RC elections", in every column. Each row's total valid votes also equals won + no-union-won + lost + no-union-lost. No arithmetic discrepancies found. Distinction between a printed "0" and a dash rule follows the source convention: a union type that participates in the matchup gets a printed 0, a non-participating type gets a dash rule (transcribed as ""). Dash rules are rendered as empty cells throughout. Running head ("Forty-Second Annual Report of the National Labor Relations Board"), page number 298 and the "—Contd." caption line are omitted as instructed. No footnotes are printed under the table.

The crop shows no column headings at all — it continues a table begun on an earlier page (the printed sections run C and D, so sections A and B are on the preceding page), so header_rows is empty and nothing was reconstructed. The grid has 14 columns: the stub plus 13 data columns, counted from the column rules; cells shown as a dash rule in the image are transcribed as "". "C. Elections in RM cases" and "D. Elections in RD cases" are centered section lines spanning the data area; they are given as rows with a label and empty value cells. Suspected misprint: the first data row of panel D is printed "AF-LCIO" (letters transposed) where every parallel row elsewhere in the table reads "AFL-CIO". Transcribed exactly as printed. Period after "v" in the versus-row labels: in panel C the scan appears to show "AFL-CIO v. National", "AFL-CIO v. Local" and "Teamsters v. Teamsters" with a period but "AFL-CIO v AFL-CIO" without, while all panel-D versus rows appear without a period. These dots are at the resolution limit and could be ink specks or the start of the leader dots, so the presence or absence of the period in any of these labels is uncertain; the rest of each label is clear. Arithmetic check (not applied as a correction, only as a confidence check): every subtotal and total in both panels reconciles with its component rows in all 13 columns — e.g. Total RM elections = 1-union + 2-union in each column, and Total RD elections = 1-union + 2-union + 3-or-more in each column, including column 1 (29,155 + 6,577 + 37 = 35,769) and the last column (12,787 + 470 + 0 = 13,257).
